Governance

TSGA Membership is primarily targeted to railway undertakings. Members acquire a leading role in the management of the regulatory services and related activities as agreed by the association. They enjoy full voting rights and gain full access to the TSGA. They shall provide funds to cover the association’s annual budget.

The details of the annual budget and the associated annual membership fees will be presented to any qualified party that is interested in joining the TSGA as a new Member.

The proceedings of the TSGA are governed by Statutes and Internal Rules, both of which will be made available upon request to any qualified party that is interested in joining as a new Member.

All Members enjoy voting rights at the General Assembly. The General Assembly is the highest-level decision-making body of the TSGA and meets at least twice a year. It is responsible for setting the license/ membership fees, approving procurement steps, monitoring the services and approving the annual budgets.

The Executive Board is composed of the Administrators, President, Vice President and General Manager. It guarantees the smooth functioning of the company and has administrative responsibilities such as preparing the meetings of the General Assembly and carrying out all other tasks with which it is entrusted by the General Assembly.

The General Assembly selects a General Manager who executes the delivery plan, reports on the budget and manages the procurement and contracts with suppliers.

A TSGA Users Group has recently been established. It makes proposals on new requirements or changes of the TSGA platform. These will be prioritised and budgeted during a “CAB/ Change Advisory Board”, held as part of TSGA General Assembly meetings and that is composed by the members of the TSGA General Assembly and the service provider(s).
